hi, just got the nokia 5200, was wonderin how to subscribe to packet data, cuz i want internet and all that. also, is there a way when you're not using the phone that the screen's light remains on?

To subscribe to a data plan contact you network operator/carrier, they will be happy to take you money for the service, regardless of the phone you use.
The point of the light going off when the phone is not used is to save the battery. Even if the thing you ask for would be possible it would not be advisable.
Look in phone's settings (check the user manual too) for the light of timeout and increase the value of that timer. It cannot be increase to much obviously since that would defeat the purpose.
